Legislative Monitoring & Assisted Living Advocacy
The
Department of Social Services, as the regulatory agency for
assisted living, has developed regulations to implement laws
governing AL in Virginia. It is predictable that as services
expand in assisted living facilities, regulations will increase.
Funding sources too will become a greater issue.
VCAL will be there for you through the industry’s evolution.
Our continual scrutiny of state and federal regulatory activities
keeps members current. Position papers and policy statements are
presented frequently to legislators and before legislative and
regulatory bodies.
Pertinent
facts are explained, summarized and passed on to members in a
timely fashion via newsletter, mail or fax.
Several
registered on-staff lobbyists create the core of VCAL’s
increasingly necessary advocacy network. Members are provided
information in order to develop their political awareness and are
encouraged to participate in grassroots advocacy.
Each
winter while the General Assembly is in session, we sponsor a
Legislative Reception that offers members the opportunity to meet
face-to-face with state legislators and other government officials
in a congenial atmosphere.

Professional Development
Annual Assisted Living Symposium - Offers a full day
of education devoted exclusively to the specific interests of
assisted living providers.
Annual Convention and Trade Show - By far the largest
and most comprehensive event of its kind in Virginia, brings
together the people, education, products and services essential to
the continued growth and success of quality long term care.
Seminars are specifically designed to meet the needs of AL
members.
Legislative Conference
- Scheduled while the General
Assembly is in session, it provides a forum for members,
regulatory agencies and elected officials to exchange ideas and
concerns about the issues critical to assisted living.

Education
Seminars
are offered at both of our statewide events and at individual free
standing programs across the state for members’ convenience.
Highly qualified speakers present seminars that address providers’
educational needs. Seminars are approved by the National Board of
Examiners (NAB) for LTC administration.
As a VCAL
member, you may attend informative education throughout the year
at member rates – a third of the rate charged non-members.
Attendance at select annual events such as the convention & trade
show and legislative conference is limited to members only.

Communications & Public Relations
VCAL public relations efforts
increase the public's awareness of the excellent care residents
receive in member AL facilities. This communication also educates
the public about expanded services and the importance of
appropriate care.
Valuable online and print publications available to members
include the monthly VCAL eFOCUS (VCAL Focus in print format)
filled with Center, industry, education, and regulatory news.
National Center for Assisted Living information including federal
regulatory and Congressional activity is also supplied directly to
all VCAL members.
Statewide programs such as the Assisted Living Facility
Administrator and Volunteers of the Year, Community Involvement
Awards and national events like National Assisted Living Week are
developed and encouraged in an effort to support, expand and
acknowledge the contributions of VCAL members.

District Involvement
Members
in six geographic areas across Virginia meet regularly at District
Meetings to advance their common interests. Non-profit facilities
and for profits, religiously affiliated and secular, small and
large, all join together to discuss their mutual concerns.
Associate members, area vendor representatives, often attend
meetings and support the efforts of Administrators.
Districts
elect their own full slate of officers. Each District is
represented on the Board of Directors. In addition, an Assisted
Living Director holds a designated seat on the VHCA Board of
Directors.

Committees
As a VCAL
member you are eligible to participate on the VCAL committee and
various committees and task forces. This involvement allows
members the opportunity to directly impact the future of long term
care by introducing and shaping ideas. Some of the issues
addressed by VHCA committees include quality of care, assisted
living, convention and trade show, regulations and nurse
scholarships.
Facility
membership in VCAL provides concurrent membership in the National
Center for Assisted Living - the national organization for
assisted living providers.
