Date change: The 2026 Legislative Conference is being rescheduled to February 23-24 due to the forecasted impacts from Winter Storm Fern across the Commonwealth.

  • If you are registered for the conference, your registration will be transferred to the new dates. We have also reopened registration in the event that you can attend on the new days.

 

As Virginia steps into a new political chapter, the 2026 Legislative Conference comes at a pivotal moment. With Democrats now firmly in control of both chambers of the General Assembly and new leadership in the executive branch, VHCA-VCAL is ready to chart a course forward with renewed energy and a clear voice in Richmond.

Inviting your legislators to your center when they are back in the district is a powerful way to demonstrate the real impact of the quality care you provide and the important role your center plays in the larger community A panel of members will share the essential steps for a successful visit from extending an invitation, preparing staff and residents, coordinating logistics, and delivering clear, impactful messages. Outside of the session is the time to build lasting relationships with legislators who make decisions about the future of health care.

The Legislative Conference is timed to give you the opportunity to meet with your delegate and senator in the General Assembly while they are in session. Following a briefing from the VHCA-VCAL lobbying team, the agenda includes time for you to visit their offices to discuss priorities like Medicaid reimbursement, staffing, and other legislation affecting nursing centers and assisted living communities.

  • We recommend that you try to schedule your appointments in advance for a time between 9:00 – 11:30 am on February 23, 2026.
  • General Assembly members’ offices are located in the General Assembly Building at 201 North 9th Street in Richmond, about five blocks from the Omni Richmond Hotel. VHCA-VCAL will provide transportation to the General Assembly Building.
