Personal Protective Equipment (PPE) Positivity Rate

Per QSO-20-38-NH, nursing homes are required to conduct testing of residents and staff. Requirements include testing staff on a prescribed frequency based on the COVID-19 positivity rate for the county in which the nursing home is located. To determine frequency of staff testing, facilities may use county positivity data posted to either the CMS COVID-19 Nursing Home Data webpage in the COVID-19 Testing section, or the VDH COVID-19 in Virginia: PCR Test Positivity Rates webpage (links below).

Facilities must consistently use the same source. Facilities must also document the date, time, and data source used.

AHRQ ECHO National Nursing Home COVID-19 Action Network:  Protect Your Residents and Staff

What is the ECHO National Nursing Home COVID-19 Action Network?

Supported by the federal Agency for Healthcare Research and Quality (AHRQ) and in collaboration with the Institute for Healthcare Improvement (IHI), Project ECHO is launching a National Nursing Home COVID-19 Action Network. Nursing homes across the country are being actively recruited country to join in this interactive community of practice.

The goal is to collaboratively advance improvements in COVID-19 preparedness, safety and infection control. This is a no-cost training and mentorship program creating a virtual learning community where nursing facility staff can learn from experts and each other to expand the use of proven best practices.

Goals: Implement evidence-based best practices to help nursing homes to:

  • Keep the virus out of nursing homes where it has not entered.
  • Identify residents and staff who have been infected with the virus early.
  • Prevent the spread of the virus between staff, residents and visitors.
  • Provide safe, appropriate care to residents with mild and asymptomatic cases.
  • Ensure staff practice safety measures to protect residents and themselves.
  • Reduce social isolation for residents, families and staff.

What is the time commitment?

  • The program will offer weekly virtual sessions over 16 weeks with Multidisicplinary teams of subject matter and quality improvement experts.

Why should you participate?

  • Gain practical information, skills and resources.
  • Connect to a virtual learning community of specialists and peers.
  • Participation is free and voluntary.
  • Nursing homes that participate will receive $6,000 to compensate for the staff time involved.*

*Available to nursing homes eligible to receive funding from the Provider Relief Fund. Most nursing homes are eligible.

Nursing Facility PPE Request, Burn Rate Calculation, and Distribution Process during COVID-19

The distribution process will take place if a facility is experiencing an urgent need, or the burn rate/inventory report shows a facility is approaching a critical shortage of PPE. “Urgent need” is defined as a seven day or fewer days of available PPE, an unplanned shortage of supplies (e.g., a backorder/cancellation of ordered PPE), or an outbreak in your facility.

Please reference the Long Term Care PPE Request guidance for nursing facilities if you are experiencing urgent need of PPE. Contact your regional healthcare coalition with the completed PPE request form.

As of March 9, 2020 the Virginia Healthcare Emergency Management Program (VHEMP) will be requesting status board updates through the Virginia Healthcare Alerting and Status System (VHASS). These alerts will be sent out every Monday until an increase or decrease in frequency is necessitated by the response.

VHASS is a free, web-based system, which is designed to distribute critical emergency management information needed by Virginia’s healthcare providers.  It is the best and most effective way to ensure that emergency officials know your status before, during, and after and emergency.

To activate the VHASS notification system, use the following numbers:

  • Central Virginia Healthcare Coalition: (800) 276-0683
  • Eastern Virginia Healthcare Coalition: (844) 757-7422
  • Far Southwest Healthcare Coalition: (888) 262-6498
