Additional details: AHCA has shared a data driven/commonsense plan with CDC and CMS to relieve restrictions when COVID risks are low with specific recommendations to revise the relevant QSO memos. Throughout the pandemic VDH has followed federal agency guidance, so any changes at the state level will be precipitated by changes at the federal level.
