New Toolkit for Screening for LTSS/PASRR

As we have previously communicated, the Department of Medical Assistance Services (DMAS) will begin enforcing the “no UAI / no payment” policy for nursing facility residents admitted on and after July 1, 2019. This will be enforced in both the CCC Plus and the fee-for-service programs. VHCA-VCAL has drafted a letter member centers can share with their hospital referral partners explaining the necessity of having a completed Long-Term Services and Supports (LTSS) Screening prior to admitting a patient to a nursing facility from a hospital.

Without the completed LTSS Screening or documentation of the specified exemption from the screening process, centers cannot admit patients from the hospital after July 1, 2019 as they will not be paid for any Medicaid services. In addition to the sample letter, we have also prepared a FAQ and scheduled a webinar for June 14.

VHCA-VCAL recommends that you share the Preadmission Screening Letter to Hospitals, or some similar communication, be sent to hospital executive staff as well as  individuals with an understanding of or responsibility for the preadmission screening process.

In addition to the tools for members, VHCA-VCAL has been in communication with the Department of Medical Assistance Services (DMAS) and the Virginia Hospital and Health Care Association about this issue. VHCA-VCAL is working with DMAS to finalize the Non-Screening Notification Form to be used to document a reason why an individual was exempted from the screening. We will share that form as soon as it is available.
