Budget Conferees Deliberate

Thirteen legislators—seven senators and six delegates—are meeting to reconcile the differences between the House and Senate budgets before the General VHCA-VCAL Advocacy Action CenterAssembly adjourns. This week VHCA-VCAL lobbyists met with numerous conferees to express gratitude for additional Medicaid funding for nursing facilities included in both budgets, as well as for budget language to fix the issue identified by VHCA-VCAL whereby the Department of Medical Assistance Services (DMAS) made a policy change to use a “0” instead of the actual inflation rate for 2016 as part of its rebasing forecast. Without this correction, centers could have been prevented from realizing over $37 million in reimbursement in FYs 2018-2020.

Senate conferees include: Sen. Tommy Norment (R-Williamsburg), Sen. Emmett Hanger (R-Augusta), Sen. Dick Saslaw (D-Fairfax), Sen. Janet Howell (D-Reston), Sen. Frank Wagner (R-Virginia Beach), Sen. Steve Newman (R-Lynchburg), and Sen. Frank Ruff (R-Mecklenburg).

House conferees include: Del. Chris Jones (R-Suffolk), Del. Steve Landes (R-Augusta), Del. Kirk Cox (R-Colonial Heights), Del. Tag Greason (R-Loudoun), Del. John O’Bannon (R-Henrico), and Del. Luke Torian (D-Prince William).
