2022 Bill Wrap Up
During the 2022 General Assembly session VHCA-VCAL’s advocacy work largely focused on Medicaid funding and workforce issues. VHCA-VCAL also tracked bills taking effect on July 1, 2022, affecting health care practitioner licensing, and workforce and employment issues.
The budget for SFYs 2023 and 2024 includes good news for VHCA-VCAL members. First, the budget funds the Medicaid forecasts, which includes the regulation-driven inflationary adjustment for Medicaid nursing center services. Second, it provides additional funding for the Medicaid Value-Based Purchasing (VBP) Program starting on July 1.

A June 23 DSS memo advises assisted living facilities (ALFs) on legislation passed in the 2022 General Assembly session affecting them. Of particular note, requirements related to involuntary discharge from ALFs will not be effective until the Standards for Licensed Assisted Living Facilities are formally revised to add the new provisions.
