This week members of the General Assembly were at the Capitol for the reconvened session to consider Gov. Abigail Spanberger’s action on legislation and to meet in a special session on the budget.

• There were no major changes to bills affecting long term care. We’ll have a full wrap up of the legislation going into effect on July 1 in the coming weeks.

No budget news: Legislators also announced that they have not completed their work on the budget for state fiscal years 2027-2028, which starts July 1.

• We do not expect legislators to restore funding for Medicaid rate inflation, although we have explained the negative impact of this decision. However, we have repeated our request to the budget negotiators to adopt language in the House budget to defer the Medicaid rebasing for three years to create time to accurately set the Medicaid rate and consider adding a quality component to it.

What’s next: General Assembly leaders expect to have a budget ready in June. Budget negotiators must still settle on how to resolve issues related to expected state revenue which are presently affected by an impasse over what to do about tax breaks for data centers.

• Legislators must reconcile a nearly $1 billion revenue gap between the House and Senate proposals.
