CMS Issues FY 2020 SNF Proposed Payment Rule

The Centers for Medicare and Medicaid Services (CMS) 2020 Skilled Nursing Facility (SNF) proposed payment rule issued on April 19 is “good news” according to AHCA/NCAL President and CEO Mark Parkinson. The rule, which controls Medicare payments to nursing facilities, proposes a 2.5 percent increase in payments starting on October 1, 2019. The rule also proposes to expand the definition of group therapy.

In a message to members Parkinson explains, “Under current law, a group has to be four people. This restricts its use. CMS listened to our rationale that group can be effective with configurations of various sizes, and, as a result, proposes to change the rule. If finalized, groups can consist of between two and six patients starting October 1.”

The rule includes multiple other proposed changes. Of note, there are no material changes to the Patient Drive Payment Model (PDPM).
