DMAS Accepting Letters of Intent for CMP Reinvestment Program Funds

DMAS is accepting letters of intent for organizations interested in applying for the current cycle of Civil Monetary Penalty (CMP) Reinvestment Program funds. Letters are due by February 26 and completed applications are due by 2:00 pm on March 31, 2021. CMP-Reinvestment Program funds can be used for DMAS and CMS-approved projects that protect and improve quality of life and care for individuals residing in nursing homes.

The application package for State Fiscal Year (SFY) 2022 can be found on the Department of General Services eVA System at https://mvendor.cgieva.com/Vendor/public/AllOpportunities. (Search for CMP) VHCA-VCAL encourages interested organizations to carefully review the application requirements to properly complete all required elements.

Interested parties that wish to submit a formal application for CMP Reinvestment Program funding must submit a letter of intent. Letters of intent will be accepted from February 1, 2021, through February 26, 2021, at the CMPFunds@dmas.virginia.gov. After submitting a letter of intent, applicants are eligible to submit a formal application beginning March 1, 2021, through 2:00 pm on March 31, 2021. 

All applications must be submitted through eVA.  Application documents will be reviewed by DMAS before being submitted to CMS for their final approval or denial of projects. Projects submitted during this cycle are anticipated to have a start date of July 1, 2021.

About the CMP Reinvestment Fund Program

A CMP is a monetary penalty CMS may impose against nursing homes for either the number of days or for each instance a nursing home is not in substantial compliance with one or more Medicare and Medicaid participation requirements for long term care facilities. A portion of CMPs collected from nursing homes are returned to the states in which CMPs are imposed. The state CMP funds are reinvested to support activities that benefit nursing home residents and protect or improve their quality of care or quality of life.

DMAS administers the CMP Reinvestment Program (CMP-RP) and solicits applications annually for the use of CMP-RP Funds for relevant projects.
