DMAS posted the state fiscal year (SFY) 2023 Medicaid rates on July 1 (scroll down to “Reimbursement Rates”). The rates reflect the 14.74 percent inflation adjustment.

Two files were posted for SFY 2023, the first being the RUG-specific rates and the second being the base rates.  The RUG-specific rates are simply the Direct Care base rate times each individual RUG weight, then added to the “Fixed Rate”, which is the sum of the Indirect, Capital, NATCEP, and CRC components.

The Direct Care base rate reflects the 14.74 percent inflation adjustment, as does the Indirect Care rate. For the Indirect Care rate, keep in mind that the inflation was applied to the 2022 rate minus the $15 per day add-on; once inflated, $10.49 per day – the final calculated Value-Based Purchasing Program add-on – was added to that inflated rate.
