On March 28 the Commonwealth Coordinated Care (CCC) Advisory Committee met to be briefed on the latest developments related to the shift to managed care for Medicaid recipients.  Among other information, the Department of Medical Assistance Services (DMAS) presentation to the committee included a review of comments to the agency on a proposed passive enrollment process for Medicare for individuals transitioning from one of the two CCC program plans continuing under the CCC Plus program (Anthem and Virginia Premier).  DMAS has proposed to CMS that these individuals be passively (automatically) enrolled in the Anthem and Virginia Premier D-SNP, respectively, when they transition to CCC plus in January 2018.

VHCA-VCAL submitted comments to DMAS on this issue on March 24, 2017.  We indicated our support for efforts to minimize confusion and disruption for the extremely vulnerable population served by nursing centers.  While the theory behind passive enrollment in the Medicare D-SNP intuitively makes sense in this regard, we are concerned, however, that it may add confusion to the beneficiary during this transition from CCC to CCC Plus.
