Historic turnover is the hallmark of the 2023 elections, which were shaped by nonpartisan redistricting and a slew of retirements by longtime legislators. Seventeen new senators in the 40 member chamber will take office along with 32 new delegates in the 100 member House.

• Following the November 7 elections, Democrats will control both the Virginia Senate and the House of Delegates, a shift from the prior two years when Democrats led the Senate and Republicans led the House.

Despite the changes, VHCA-VCAL has strong relationships with the legislators who will take on leadership roles on key committees addressing long term care issues.

• In the Senate, Sen. Louise Lucas (D-Portsmouth) is expected to lead the Finance and Appropriations Committee. Sen. Mamie Locke (D-Hampton) will be appointed chair of the Education and Health Committee. 
• In the House of Delegates, Del. Don Scott (D-Portsmouth) is expected to be elected Speaker. Del. Luke Torian (D-Prince William) will lead the Appropriations Committee. Del. Mark Sickles will chair the Health, Welfare and Institutions Committee and serve as vice chair of the Appropriations Committee.
