Following extensive communication with DMAS over the last month, VHCA-VCAL has prepared additional guidance for members on how to prepare for the enforcement of the Medicaid Long Term-care Services and Supports (LTSS) Screening process. As of July 1, payment for nursing facility services will be tied to completion of the screening. DMAS has also shared procedural changes on how new admissions and level of care changes are to be handled and has scheduled a training session tomorrow, June 28 on the new LTC Portal.

The new VHCA-VCAL guidance contains detailed information on:

• Documentation of Non-Screening (including an Interim Documentation of Non-Screening Determination Form)
• Refusal of Screening
• Level of Care Not Met
• Additional Screening Issues for Which VHCA-VCAL Is Seeking DMAS Guidance

We encourage you to share this guidance with members of your team who are responsible for admissions.

June 28 Training on New LTC Portal for Admissions

We encourage you to participate in the June 28 LTC Portal Orientation Session hosted by DMAS at 11:00 am.

DMAS has announced procedural changes about how new admissions and level of care changes on and after July 1, 2019 are to be handled for nursing facility (NF) patients:

• For individuals enrolled under the fee-for-service program, the NF is responsible for entering the information directly into the LTC Portal as soon as possible and documenting in the patient’s NF file the companion DMAS-80 “Nursing Facility Admission, Discharge or Level of Care Change” form. Please note that this revised form is not yet available. We will share it with you as soon as it is.

• For individuals enrolled in CCC Plus, the NF would also maintain a copy of the DMAS-80 in the file, but rather than entering the information into the LTC Portal, the NF must provide the revised DMAS-80 to the CCC Plus MCO. The MCO is responsible for handling the enrollment in the LTC Portal within two business days (but coverage begins from the date of admission).

Additional training sessions are scheduled for July 12 at 10:00 am and July 15 at 11:00 am. It is not clear if the July trainings will be live sessions or repeats of the June 28 session. DMAS has indicated that connection information for the July trainings will be “provided prior to the scheduled date.” DMAS is encouraging review of these existing training materials before the training.
